How to open an account by mail or at a branch

What you need to open an account
The following two items are required:
- Seal
- Identification document (driver’s license, individual number card, etc.)

Steps required to open an account

Visit your local branch (reservation required)

Procedures for opening an account
Procedures include filling out and affixing your seal to the documents required to open an account, and confirming your identification documents.

Transactions such as time deposits
If you bring the necessary amount of cash on the day of the transaction, you can continue to conduct transactions such as time deposits after opening an account.
*Some branches do not handle procedures involving cash at their counters. Please contact the branch you intend to visit for details.
Flow after completing procedures at the branch

You will be sent a PIN Number Notification postcard by simplified registration (which cannot be forwarded).
You need this PIN number when using your bank card and telephone banking, and to register for internet banking.
You can change your PIN via telephone banking or internet banking. -
Your bank cards will be sent to you by simplified registration (which cannot be forwarded).
Once you receive your bank card, you can conduct transactions such as withdrawals and deposits at ATMs!

Register for Internet Banking (signup online)
Once you receive your PIN number and bank card, you can register for internet banking.
Please complete the registration process online if you wish to use internet banking. -
Congratulations! You have completed the account opening process!

[When opening an account by mail]
You will receive an account application form about one week after calling to request to open an account by mail. Please fill out the application form and return it to us. After that, your bank card should arrive by registered mail (which cannot be forwarded) after approximately 5 business days, at the earliest. We will also send you a welcome package that includes instructions on how to use your account.
[When opening an account at a branch]
After completing the procedures for opening an account at a branch, your bank card should arrive by simplified registration (which cannot be forwarded) in approximately 3 business days, at the earliest. In addition, we will give you a welcome package that includes instructions on how to use your account when you visit a branch in person to open your account.
Having a Tokyo Star Bank Star One account allows you to access a range of services.
(1) Star One accounts handle both yen and foreign currencies.
Opening a Star One account will enable you to make yen deposits as well as foreign currency deposits.
(2) Bank statements are available online or by mail.
Tokyo Star Bank does not issue passbooks. Instead you can check the details of your transactions online or by referring to your bank statement.
(3) Our convenient and easy-to-operate internet banking service is available 24 hours a day from your PC or smartphone.
Advice
- *Simplified registration mail cannot be forwarded to addresses other than the home address you provided on your application form.
- *Please note that it may take longer than usual to receive your PIN number during periods in which we receive a lot of applications, such as during promotions.
- *You will need both your PIN number and your second PIN number when transferring money or changing your bank card’s withdrawal limit via telephone banking.
You can register a second PIN number via telephone banking. When registering a second PIN number, you will need the “Registration PIN Number” indicated on the PIN Number Notification postcard. - *Please note that registered mail can only be accepted by the recipient at home or at the post office counter.
- *Your bank card will be delivered separately on or after the day after delivery of your PIN number.
- *We will restrict the use of your account if we are unable to confirm that you have received your bank card, which will be sent to you by registered mail.
Please note that you will no longer be able to access internet banking or use the account to accept salary payments and other deposits.
Please note that we may close your account in some circumstances. - *Your bank card and welcome package will be sent in a separate envelope.
- *A one-time password is required when making a transfer or changing the usage limit on your bank card. Please install our One Time Password App prior to commencing transactions. Our One Time Password App can be downloaded here (in Japanese)
- *Bank cards can be used at any Tokyo Star Bank ATM or affiliated ATMs.
- *When transferring funds from another financial institution, please transfer the funds into the yen ordinary deposit account listed on your bank card or internet banking page.
